Job description
In a nutshell: you ensure optimal performance of Kadaster’s information security system. You are a true connector between control, management and operations, as well as across various boards. During a crisis or calamity, you lead the crisis organisation and are the liaison to the crisis policy team. You provide guidance and substance to Kadaster’s goal of maintaining a high level of organisational maturity regarding information security. You like to work from a principle of understanding risks to enable the management to make informed choices. This concerns business-driven risks, rather than technical risks. Furthermore:
- you promote organisational agility and resilience by defining the ‘what’ question and giving free reign to operations for the ‘how’.
- oversee the crisis organisation and ensure that people practice regularly.
- you (as the crisis leader) oversee how the organisation responds to serious information security or IT incidents.
- set frameworks, provide guidance and report on progress.
- you are the point of contact and trusted advisor for the business.
- you are a discussion partner for the Executive Board, the directorates and management.
- review the risks and offer solutions.
- verify the state of affairs by conducting (or having others conduct) analyses, audits, assessments and deploying red teaming.
Function Specifics
You make sure that the movement within Kadaster ensures that we achieve our goals and that the organisation is and remains resilient. Using existing tools and consultation bodies such as: the security board, subject group security and the security roadmap (within the portfolio process). For new developments, you provide strategic advice on approach and substantive direction. You define what must be achieved, both in organisational and technical terms. You keep people in mind. After all, people are the strongest link in Kadaster's vision. You help keep colleagues strong by rolling out awareness programs.
Our Team
The CISO team (currently being set up) provides strategic and tactical guidance for the Kadaster-wide approach on information security. You provide functional leadership to the current decentralised information security organisation. You help build this organisation. You ensure proper structuring and governance. You work closely with the Data Protection Officer and the Central Privacy Officer. At the strategic and tactical levels, these responsibilities are separated; at the operational level, these are often assigned to the same employees.
Your Profile
We are looking for a new colleague who is happy to be a ‘generalist’ rather than an IT/technology specialist. You make decisions based on your generalist expertise, leadership and communication skills. We are looking for a board-level CISO. You appropriately guide stakeholders in the process and you are accessible and visible. For this position, we strongly believe in managerial knowledge and skills, and less in technical certifications. The key competencies we are looking for are analytical and communication skills, persuasiveness and a pro-active attitude. In addition, you:
- have relevant work experience in the field;
- have knowledge of relevant standards and laws and regulations;
- have the ability to interpret risk in clearly outlined business consequences;
- work and think at bachelor/masters level.
Our Offer
You make the choices about contractual hours that fit within a flexible work week (32-36 hours). You can work from our Apeldoorn office or from home (hybrid).
The above salary includes the 25% Individual Choice Budget (IKB). Your gross monthly salary (based on 36 hours/depending on knowledge and experience) amounts to a maximum of €7,218 (grade 14). In addition, you will receive a monthly IKB up to €1,804. The IKB allowance covers holiday allowance, end-of-year bonus, the value of non-statutory leave and the commutation of various schemes. You choose how to use the IKB.
What can you do with the IKB allowance?
• Buy additional leave hours.
• Have an amount paid out in the month of your choice.
• Pay an amount into your employee contribution for pension (ABP).
We further offer:
• Good pension plan (ABP) and our own Collective Labour Agreement.
• The statutory minimum holiday time can be easily extended from the Individual Choice Budget.
• A personal development budget of €1,250 per year.
• A home office allowance and a one-time allowance for furnishing your home office.
• A monthly €131.84 allowance for your healthcare costs.
You will initially be offered a one-year contract. This will be converted to a permanent contract subject to mutual satisfaction and conditions developing as expected. An immediate permanent contract is negotiable.
